The rise of the entrepreneurial university and academic capitalism are superimposing themselves on the competition of scientists for progress of knowledge and recognition by the scientific community. The result is a sharpening institutional stratification of the field. This stratification is produced and continuously reproduced by the intensified struggle for funds with the shrinking of block grants and the growing significance of competitive funding, as well as the increasing impact of international and national rankings on academic research and teaching. The increased allocation of funds on the basis of performance leads to overinvestment of resources at the small top and underinvestment for the broad mass of universities in the middle and lower ranks. There is a curvilinear inverted u-shaped relationship of investments and returns in terms of knowledge production. Paradoxically, the intrusion of the economic logic and measures of managerial controlling into the academic field imply increasing inefficiency in the allocation of resources to universities. The top institutions suffer from overinvestment, the rank-and-file institutions from underinvestment. The economic inefficiency is accompanied by a shrinking potential for renewal and open knowledge evolution.

Description : The ascendance of the global knowledge economy has led many research universities to heighten their focus on attracting stellar applicants, luring super-star faculty, and attaining world-class status, leaving many unanswered questions about how university efforts are affecting local communities. Universities are expanding their geographic footprint to create new research facilities and accommodate increasing enrollment. These expansion efforts can damage their public reputations, as adjacent communities feel disenfranchised and immobilized by a powerful institution. This dissertation analyzes the East Baltimore redevelopment project (EBDI) neighboring Johns Hopkins Medical campus to illuminate how academic capitalism shapes university-community relations in the new economy. I argue universities driven by an academic capitalist impetus to expand and gentrify local communities--uprooting residents from their homes for the sake of improved facilities to accommodate students, faculty, and donors. Critical race counterstories give voice to predominantly Black university-adjacent neighborhood residents, who are literally at the margins of Hopkins and the larger system of White Supremacy. Qualitative interviews and document analysis confirmed that Middle East neighborhood residents did not see themselves reflected in the lifestyle amenities prioritized by the redevelopment plan. Residents expressed a lack of accountability from the "corporate" university and its complicity with the municipal government to disenfranchise undesirable communities (read: Communities of Color). Geo-statistical analyses of economic indicators from the US Census were used to test for gentrification. A spatio-temporal difference-in-differences approach explored how median income, educational attainment rates, and racial demographics were affected by expansion for census tracts within one-mile of the university, compared to similar census tracts across Baltimore. Spatial Regression models confirmed that post-expansion, areas in the EBDI footprint experienced changes in median income, rent, and percent White population beyond the rate of change elsewhere in Baltimore. University-driven redevelopment in East Baltimore clearly contributed to gentrification. This study highlights tensions to be reconciled as White, elite, urban universities encroach upon poor communities of color, e.g., global ambition and local impact, marketization and the public good, and questions of race and class. Rather than a simple redevelopment process in an economically distressed community, the EBDI project illuminated complex legacies of racial segregation, exploitation by Johns Hopkins Medical Institutes, forced decay through land-banking and vacancies, and historical governmental failures to redevelop the Middle East neighborhood. These combined processes of racial subordination inform and are perpetuated by EBDI expansion.

Description : The landscapes of higher education have been changing rapidly, with enormous growths in participation rates in many countries across the world, and major developments and changes within institutions. But the languages that we need to conceptualise and understand these changes have not been keeping pace. The central argument in this book is that new ways of thinking about higher education, the new languages of its title, are needed to understand the role of universities and colleges in contemporary society and culture and the global economy, new landscapes. Over-reliance on existing conceptualisations of higher education, has made it difficult to understand fully the nature of 21st-century higher education. It may also have encouraged a view that there is no alternative to the development of more marketized forms of higher education. The analysis offered suggests that the future is much more open. It argues that familiar categories, normally accepted as givens, are actually more fluid. 'Systems' of higher education, whether expressed through direct public funding or through regulatory regimes, are being eroded. 'Institutions', often assumed to be to be given enhanced agency by more corporate forms of management and governance), are no longer powerful actors, if they ever were. 'Research', often corralled by assessment and management systems, is becoming more diffuse and distributed. 'Learning', supposedly more focused on skill outcomes and employability, retains a more broadly educative function. The 'publicness' of higher education has not disappeared as public funding has diminished, but taken on new forms. With contributions from leading figures, drawn from a wide range of countries, this book provides an authoritative analysis of many of the major issues which dominate discussion with respect to policy, practice and research in the field of higher education, and it can expect to become a major source book for all who are interested in the development of higher education in the 21st Century.

Description : Dramatic and controversial changes in the funding of science over the past two decades, towards its increasing commercialization, have stimulated a huge literature trying to set out an "economics of science". Whether broadly in favour or against these changes, the vast majority of these frameworks employ ahistorical analyses that cannot conceptualise, let alone address, the questions of "why have these changes occurred?" and "why now?" Nor, therefore, can they offer much insight into the crucial question of future trends. Given the growing importance of science and innovation in an age of both a globalizing knowledge-based economy (itself in crisis) and enormous challenges that demand scientific and technological responses, these are significant gaps in our understanding of important contemporary social processes. This book argues that the fundamental underlying problem in all cases is the ontological shallowness of these theories, which can only be remedied by attention to ontological presuppositions. Conversely, a critical realist approach affords the integration of a realist political economy into the analysis of the economics of science that does afford explicit attention to these crucial questions; a ‘cultural political economy of research and innovation’ (CPERI). Accordingly, the book sets out an introduction to the existing literature on the economics of science together with novel discussion of the field from a critical realist perspective. In arguing thus across levels of abstraction, however, the book also explores how concerted engagement with substantive social enquiry and theoretical debate develops and strengthens critical realism as a philosophical project, rather than simply ‘applying’ it. Divided into two volumes, in this first volume the book explores the ‘top’ and ‘tail’ of the argument, regarding substantive and philosophical aspects. Starting with substantive illustrations, we explore the social challenges associated with the contemporary commercialization of science and the movement towards a knowledge-based bio-economy. Having shown the explanatory benefits of assuming a realist political economy perspective, the book then turns to the task of reconstructing and justifying that theoretical perspective. True to the overall argument regarding attention to ontological presuppositions, this starts with critical realism’s critique of mainstream economics but also develops critical realism itself towards what may be called a ‘transcendental constructivism’.
