Description : This book presents pioneering research that is designed to show, from a qualitative and ethnographic perspective, how new information and communication technologies, as applied to the school system and to local governance initiatives, merely reproduce traditional pedagogical approaches and the dominant forms by which power is exercised at the local level. The studies thus constitute points of departure for further thinking about the need to promote an Internet culture based on the social application of a "right to communication and culture" and an "Internet right," that will permit the establi.

Description : Access to information communications technologies (ICTs), in particular broadband, is critical for sustainable development. Increased access to broadband isolated communities in developing countries can facilitate obtainability of education, healthcare, and commercial services. To provide universal access to broadband it is necessary to look beyond traditional terrestrial infrastructure. This study shows that satellite broadband can play a crucial role in connecting rural and low population density regions, where terrestrial broadband is not cost effective, focusing on scenarios in which satellite broadband is the best alternative for the provision of broadband connectivity. This study covers aspects of policy, regulation, technology, planning, financing, implementation, and operation in the Latin American and Caribbean region.

Description : This book examines the problem of inadequate access to information and communication technology (ICT) and the need to develop appropriate pro-poor ICT policies within the Latin American and Caribbean context. The authors show how market reforms have failed to ensure that the benefits of the Information Society have spread across the many social and economic divides that characterize the region. The authors explain and support the formulation of a new perspective on ICT access and develop an analytical framework with which to assess the critical variables involved in effective ICT adoption in developing regions. The research supports policy reform that builds upon the achievements of market liberalization efforts in the region but which must also address the realities of OCydigital povertyOCO OCo a concept that grasps the multiple dimensions of inadequate levels of access to ICT services by people and organizations, as well as the barriers to their productive use. This is the first publication of the Regional Dialogue on the Information Society (DIRSI), a regional network of leading researchers concerned with disseminating knowledge that supports the participation of marginalized communities using ICTs in Latin America and the Caribbean. The book will be of interest to anyone interested in ICTs and international development policy and practice."

Description : This book examines the political and developmental implications of the new information and communication technologies (NICT) in the Third World. Whereas the concept of the "digital divide" tends to focus on technological and quantitative indicators, this work stresses the crucial role played by the political regime type, the pursued development model and the specific configuration of actors and decision-making dynamics. Two starkly contrasting Third World countries, state-socialist Cuba and the Latin America's "show-case democracy" Costa Rica, were chosen for two in-depth empirical country studies.

Description : Every user knows the importance of the “@” symbol in internet communication. Though the symbol barely existed in Latin America before the emergence of email, Spanish-speaking feminist activists immediately claimed it to replace the awkward “o/a” used to indicate both genders in written text, discovering embedded in the internet an answer to the challenge of symbolic inclusion. In repurposing the symbol, they changed its meaning. In Interpreting the Internet, Elisabeth Jay Friedman provides the first in-depth exploration of how Latin American feminist and queer activists have interpreted the internet to support their counterpublics. Aided by a global network of women and men dedicated to establishing an accessible internet, activists have developed identities, constructed communities, and honed strategies for social change. And by translating the internet into their own vernacular, they have transformed the technology itself. This book will be of interest to scholars and students in feminist and gender studies, Latin American studies, media studies, and political science, as well as anyone curious about the ways in which the internet shapes our lives.
