Description : The role of business in global governance is now widely recognized, but exploration of its role in global financial governance has been more haphazard than systematic. This book provides the first comprehensive analysis of the role of transnational financial associations (TFAs) in the organization of global finance. This book develops three theoretical themes of assemblage, functionality, and power as enrolment. These themes challenge approaches that treat financial power as emanating from a single location or force. Whilst existing approaches tend to treat TFAs as irrelevant or as merely transmitting power originating elsewhere, this book argues that power must be created by painstakingly assembling actors, networks, and objects that are often quite autonomous and working at cross purposes to one another—a process in which TFAs play a central role. The book explores these themes in chapters examining the roles of TFAs in interacting with public authorities, constructing global financial markets, and creating financial communities. The authors additionally analyse the roles of TFAs in the European Union, in the Global South, and in promoting goals other than profitability, including Islamic finance, microfinancing, savings banks and cooperatives. Making a distinctive contribution to our understanding of global finance and global governance, Transnational Financial Associations and the Governance of Global Finance is an important book for students and scholars of international political economy, finance, global governance and international relations.

Description : In the globalizing economy, national policymakers are often forced to accept the challenge of financial integration. Faced with the potentially destabilizing effects of international financial markets, they have to strengthen financial regulation, importing international best practices and aligning domestic with foreign regulation, to avoid destabilizing phenomena of regulatory arbitrage. Jordan and Majnoni explore the main features of the ongoing process of worldwide financial regulatory convergence and the role played by the global dissemination of financial standards and codes. They analyze the reasons behind the generalized acceptance of international best practices and the limits of the standards and codes approach to financial regulatory harmonization. This paper--a joint product of the Financial Sector Operations and Policy Department and the Cofinancing and Project Finance Group, Legal Vice Presidency--is part of a larger effort in the Bank to study the impact of financial regulation on economic development.

Description : This report on the Observance of Standards and Codes on Paraguay examines the Fiscal Transparency Module. Paraguay has made important progress toward greater fiscal transparency. The fairly comprehensive financial administration law has been complemented by legal reforms that eliminated most tax exemptions, revamped revenue administration procedures, and introduced standardized transparency requirements for public procurement, all of which reduce the scope for corruption. The framework for public employment should be modernized to increase the role of merit-based transparent and objective criteria in the hiring, selection, and promotion procedures.

Description : This paper presents an Update to the Report on the Observance of Standards and Codes on Fiscal Transparency Module for Malawi. The findings reveal that Malawi does not have an elaborate privatization program. The assemblies and municipalities are currently outside of the Integrated Financial Management Information System and, moreover, use a different chart of accounts than the central government. The consolidation of local government budget execution data with those of central government to produce general government reports is crucial for improving the transparency and accountability of government operations.
