This book constitutes the refereed proceedings of the IFIP WG 8.6 International Working Conference "ICT Unbounded, Social Impact of Bright ICT Adoption" on Transfer and Diffusion of IT, TDIT 2019, held in Accra, Ghana, in June 2019. The 30 revised full papers and 4 short papers presented were carefully reviewed and selected from 72 submissions. The papers focus on Bright Information and Communication Technology, a concept that entails the development of relevant technologies, business models, public policies, social norms, international agreements, metrics of measuring national progress and preventing undesirable activities on the Internet. They are organized in the following topical sections: technology adoption, diffusion and ubiquitous computing; big data and business intellligence; smart cities; and security, privacy, ethics and misinformation.

Global Trends of Smart Cities provides integrated analysis of 135 cities that participated in the IBM’s Smarter Cities Challenge in 2010–2017. It establishes evidence-based benchmarking of city geographies, city sizes, governance structures, and local planning contexts in smart cities. This book uses a combination of descriptive statistical analysis and real-world case study narratives to evaluate the ways in which each individual urban variable or their combination matter in the diversity of smart city approaches around the globe. It is acknowledged that the Smarter Cities Challenge offers a particular set of smart initiatives and is not representative of all smart cities around the world. Nevertheless, the global presence of the Challenge across five continents and its involvement with 135 cities of all size and socioeconomic status provides a solid foundation to conduct comparative research on smart cities. This book critically evaluates the EU regulatory framework for the liability of host Internet Service Providers (ISPs) for copyright and trade mark infringements and provides a cluster of novel recommendations for its improvement. The book recommends the imposition of a duty of care to host ISPs to curb the dissemination of unauthorised works and counterfeit goods, the ascription of a transparency obligation to host ISPs towards their users, and the establishment of a supervisory authority for host ISPs. Host ISPs have facilitated the dissemination of content amongst users and the purchase of goods online, enabling copyright holders and brand owners to attract a greater audience for their works and goods. However, their services have attracted a high number of copyright and trade mark violations, too. Neither Article 14 of the e-Commerce Directive nor Article 17 of the Copyright in the Digital Single Market Directive provide a solid response to the issue of host ISPs' liability.
