Description : For selected target groups, such as unemployed and disadvantaged youth, Christoph Ehlert demonstrates that flexible and well-targeted programmes significantly improve employment chances. To be effective, these programmes must combine individual coaching, classroom training and temporary work. Apart from the programmes, the organisational framework in which the programmes are allocated also influences the outcome. The author shows that the introduction of customer service centres, that streamlined the customers through the counselling and placement process, helped little in bringing unemployed back to work, while the introduction of action programmes even worsened the situation for the unemployed and job-seekers. Whereas the introduction of new placement software in German employment agencies led to an increase in regular employment and to more sustainable placements that exhibit longer tenures.

Description : This book argues that active labour market policies are necessary to improve the position of the unemployed but have so far performed relatively poorly. The contributing authors seek ways to improve active labour market policy and consider three means of doing so: improving the quality by better targeting and by better-designed measures, more efficient implementation and delivery, and better performance by benchmarking the various implementation agencies involved.

Description : A historically unique experiment is about to enter its second decade - German unification. Early hopes for a rapid and smooth economic transformation soon turned out to be overly optimistic. Despite massive financial transfers, the political promise of a "blooming landscape" remains a vision. Actual developments have left deep scars on the labor market, and the effects will be felt for decades to come. Was this outcome to be expected, perhaps even inevitable? What went wrong, and what were the available options? Or is the current state of Eastern German labor market in fact better than is commonly assumed?

Description : Jobs provide higher earnings and better benefits as countries grow, but they are also a driver of development. Poverty falls as people work their way out of hardship and as jobs empowering women lead to greater investments in children. Efficiency increases as workers get better at what they do, as more productive jobs appear, and less productive ones disappear. Societies flourish as jobs bring together people from different ethnic and social backgrounds and provide alternatives to conflict. Jobs are thus more than a byproduct of economic growth. They are transformational —they are what we earn, what we do, and even who we are. High unemployment and unmet job expectations among youth are the most immediate concerns. But in many developing countries, where farming and self-employment are prevalent and safety nets are modest are best, unemployment rates can be low. In these countries, growth is seldom jobless. Most of their poor work long hours but simply cannot make ends meet. And the violation of basic rights is not uncommon. Therefore, the number of jobs is not all that matters: jobs with high development payoffs are needed. Confronted with these challenges, policy makers ask difficult questions. Should countries build their development strategies around growth, or should they focus on jobs? Can entrepreneurship be fostered, especially among the many microenterprises in developing countries, or are entrepreneurs born? Are greater investments in education and training a prerequisite for employability, or can skills be built through jobs? In times of major crises and structural shifts, should jobs, not just workers, be protected? And is there a risk that policies supporting job creation in one country will come at the expense of jobs in other countries? The World Development Report 2013: Jobs offers answers to these and other difficult questions by looking at jobs as drivers of development—not as derived labor demand—and by considering all types of jobs—not just formal wage employment. The Report provides a framework that cuts across sectors and shows that the best policy responses vary across countries, depending on their levels of development, endowments, demography, and institutions. Policy fundamentals matter in all cases, as they enable a vibrant private sector, the source of most jobs in the world. Labor policies can help as well, even if they are less critical than is often assumed. Development policies, from making smallholder farming viable to fostering functional cities to engaging in global markets, hold the key to success.

Description : Underpinned by the fact that the globalization process and the subsequent increased level of market uncertainty have paved the way for employment flexibility in modern societies, this book examines the labor market chances of young adults in the US and in ten European societies over the past three decades. As young adults represent a very vulnerable labor market group, flexible and insecure employment tends to be pronounced especially at labor market entry. The contributors therefore explore which groups of young adults are especially affected by increasing employment insecurities.

Description : Economic Theory, academic policy analysis and public policy design are becoming more interdependent. Hence, the demands for close interactions between the policy community and the research community have been rising significantly. This book assesses how recent economic thinking has advanced under these influences. Furthermore, it evaluates the important contribution economics can add to the design and evaluation of public policy, now more than ever before. The study is of interest to policy makers, policy analysts, researchers and students of economics at all levels. The authors, which include many of Germany's most eminent economists, draw on their wide experience in research and consultancy to present a coherent view of where European economic theory stands today and how it can play a role in the management of the economy of the new millennium.

Description : Decentralising labour market policy is a delicate and challenging subject of political debate. Does decentralisation really enable co-ordination of policies? At the local level, how do we make the best use of decentralised powers? How can greater flexibility be provided in managing policies while still guaranteeing efficiency and accountability? To enhance responsiveness to citizens needs, governments increasingly decentralise the way policies are designed and implemented. In the labour market policy area, many stakeholders, from business and local government to community groups and NGOs have been receptive. The OECD invited leading experts and experienced policy makers and practitioners to address these questions and share their experiences in dealing with such issues. This report, supported by statistical data, summarises the lessons learnt from their experiences. It is for researchers, leading experts, business communities, economists in government circles and NGOs.

Description : If the fishing industry is to survive in the long term, more responsible practices and approaches need to be adopted. This involves not only the industry’s own practices, but also public sector policies and in particular fisheries management approaches. This book identifies possible transition paths to responsible fisheries, assesses their consequences and provides policy recommendations on how to enhance prosperity in this sector. Analytical work by the OECD on fisheries is carried out by the Committee for Fisheries and covers a wide range of issues related to management, resource conservation, trade and sustainable development.

Description : Since the 1970s social security in the European Union has been dominated by attempts at reform and cost control. In the last decade of the twentieth century these attempts have been strengthened by the coming European Economic and Monetary Union (EMU). This book offers an overview of the social security system and its development in Belgium, Denmark, France, Germany, Greece, Ireland, Italy, the Netherlands, Spain and the United Kingdom. The national contributions are preceded by an introduction on the development of social security in Europe till the present day, with special reference to the postwar process of European integration and its effects. The book is concluded by two essays. The first examines the danger and opportunities of European integration for social security. The second discusses ethical aspects: what effect will European integration have on the quality of social security in Europe?

The need for further research is discussed in Section F.B. Minimum-wage systems in OECD countriesThe description of minimum-wage systems in this section has been derived from a number of sources, including national submissions in response to an OECD questionnaire.
