Description : IMF Deputy Managing Director Eduardo Aninat leaves the IMF on July 1 to return to Chile, where he was Finance Minister from 1994–1999. Aninat joined the IMF’s four-member management team in December 1999, with broad responsibilities in running the IMF—including overseeing the launching of a major technical assistance initiative in Africa. He talks with Laura Wallace about the late May opening of the West Africa Regional Technical Assistance Center (West AFRITAC) in Mali (see article below), seven months after the opening of a similar center in East Africa.

Description : Corporate profitability is a source of uncertainty in a generally positive global market outlook, IMF International Capital Markets Department Head and Counsellor Gerd Häusler said at a June 12 press conference. Summarizing the findings (see charts, pages 194–95) of the IMF’s second Global Financial Stability Report, he noted that “the near-term outlook in mature markets is largely free of imminent threats, mainly because the world economy has recovered and has helped build support also for financial markets.” However, emerging markets in South America have come under recent pressure. This report is designed to “detect fault lines in global financial markets,” and a theme running through this issue is the uncertainty posed by the level and quality of corporate profits.

Description : Russia’s unexpectedly strong recovery since its 1998 crisis has left people wondering whether it is just a temporary result of higher oil prices and the postcrisis depreciation of the ruble or a sign ofdurable improvements in the much-battered economy. This question is addressed in the book Russia Rebounds, written by members of the IMF’s Russian team and due out later this year. John Odling-Smee, Director of the IMF’s European II Department, spoke with Laura Wallace about Russia’s prospects and its relationship with the IMF during the troubled 1990s. Odling-Smee, a U.K. national, joined the IMF in 1990 and took over responsibility for the IMF’s relations with former Soviet Union countries in 1992. Before that, he served in the U.K. Cabinet Office and Treasury for about 15 years.

Description : Anoop Singh, a national of India, took charge of the IMF’s Western Hemisphere Department in September 2002. Before that, he was Director for Special Operations—a unit formed in 2002 to bring together the IMF’s expertise in resolving financial crises. In both positions, he has drawn on his over 25 years of experience at the IMF—as Deputy Director of the departments covering the Asia-Pacific region in the mid- to late 1990s, including during the Asian financial crisis and its aftermath. In the early 1980s, he served as Special Advisor to the Governor of the Reserve Bank of India. Laura Wallace spoke with Singh about the challenges the department faces, especially in the IMF’s efforts to end the financial crises in Latin America and rebuild growth.
