Description : The modern British Commonwealth, linking fifty countries around the world in voluntary association, cooperation, and consultation, is a unique body in world history. The area of its member countries covers a third of the globe and collectively their peoples represent a quarter of the world's total population. Though essentially different from the British Empire from which it originated, the Commonwealth shares many common historical ties with Britain. Patricia M. Larby and Harry Hannam have assembled an unrivaled body of literature to illustrate the growth of the Empire into the Commonwealth. This extensive bibliography identifies, lists, and annotates the most important publications on the development and growth of the Commonwealth; its present status and functions; and its role in education, literature, sport, and the arts and sciences. It includes its historical origins: its cooperation in economics, politics, and international issues such as the environment; and its many spheres of professional activity including medicine, law, and architecture. Strong emphasis is placed on the role of the English language in the Commonwealth and as a medium for creative literature in many disparate cultures worldwide. "The Commonwealth "appears at a time when this unique organization is on the threshold of a new era in its history. The proposals emerging from the 1991 Commonwealth Heads of Government meeting include statements on democracy and human rights; environmental affairs; and global concerns such as international crime, drug abuse, and AIDS. No previous comprehensive bibliography of the Commonwealth exists, and this volume fills a long-standing gap in the bibliographical coverage. It will be an essential reference source for libraries and scholars involved in Commonwealth studies and will be of particular interest to historians, political scientists, economists, and educators.

Description : Some of the most far-reaching and innovative parliamentary reform is occurring in Africa. While these reforms are not yet widespread across the continent, parliaments in some African countries are asserting their independence as policymakers, as overseers of government and as the guardian of citizens' rights and needs. This book presents recent reforms in selected African parliaments – Ghana, Kenya, Uganda, Tanzania, Rwanda, Benin, Zambia, Ethiopia, Liberia and Nigeria. It also presents cross-cutting innovations by African parliaments – in fighting corruption, in providing development to constituents and in combatting climate change. Many of the chapters are authored by African MPs themselves, making this a book 'by MPs for MPs', as well as being of interest to students and scholars of African Politics, and to those international institutions that support parliamentary development. African Parliamentary Reform is a joint initiative by the World Bank Institute, the Commonwealth Parliamentary Association and the Parliamentary Centre (Africa).

Description : This book outlines the way in which legislative proposals in Trinidad and Tobago are conceived and processed. It also contains best practice suggestions on interfacing with Parliamentary Counsel regardless of the jurisdiction in which one is working. Those suggestions are based on the authors well-received earlier publication The Legislative Process: A Handbook for Public Officials (2009). That book was featured significantly in The Parliamentarian: Journal of Commonwealth Parliaments, 2010, Issue 1 XCI. In a review contained in The Loophole: Journal of the Commonwealth Association of Legislative Counsel (August, 2010), the reviewer wrote, In these times of recession I commend this book to anyone in Government wishing to improve processes to enable the production of legislation with improved efficiency and cost effectiveness. And in the Statute Law Review (April, 2010), 31(2), with reference to its suggestions for improved efficiency, it was said that . . . there is little that can be described as other than good advice here.
