Description : The end of the Cold War has prompted many donors of Official Development Assistance (ODA) to fundamentally realign their global aid and trade relations. Despite recent progress in untying ODA and a number of related efforts to enhance the overall efficiency of international cooperation with the poorest countries, it remains unexplained why some OECD states have liberalised their bilateral programmes to a considerable extent – whereas others have continued to use foreign aid as a means to promote domestic exports. Jan-Henrik Petermann widens the scope of previous macro-analyses of ‘system-driven’ reorientations in tying practices in the wake of 1989/90, inquiring into donors’ national parameters of policy-making at the strategic nexus between external trade and international development.

Description : The Organisation for Economic Co-operation and Development (OECD) is one of the least written about and least understood of our major global institutions. This new book builds a well-rounded understanding of this crucial, though often neglected, institution, with a range of clearly written chapters that: outline its origins and evolution, bringing its story fully up-to-date present a clear framework for understanding the OECD set the institution within the broader context of global governance outline key criticisms and debates evaluate its future prospects. Given the immense challenges facing humanity at the start of the 21st century, the need for the OECD as a venue where the world’s leading states can discuss, on an informal and ongoing basis, the conundrums of globalization has never been greater. The clarity and rigour of these chapters cut through the layers of misunderstanding and misconception that surround the OECD, often dismissed as a ‘rich-man’s club’, ‘a think-tank’ and ‘a consultative forum’. This new book dismantles these labels to provide a holistic understanding of the organization. This concise and accessible introduction is essential reading for all students of international relations, politics and world history and affairs.

Description : 'Decentralization and Local Democracy in the World' constitutes a global reference on decentralization by presenting the contemporary situation of local governments in all regions of the world. The report analyzes local authorities in each continent under three main themes: the evolution of territorial structures; responsibilities and power, management and finances; and local democracy. An additional chapter is dedicated to the governance of large metropolises, where rapid growth presents major challenges, in particular in the fast-developing countries of the South. This report also offers a comparative overview of the different realities concerning the state of decentralization, and how the basic indispensable mechansims for local democracy do, or do not exist in come countries. Relationships between the state and local authorities are evolving toward innovative forms of cooperation. In this context, the role of local authorities in the development of global policies is increasingly recognized. The first Global Observatory on Local Democracy and Decentralization (GOLD) Report is one of the main products of United Cities and Local Governments (UCLG). The GOLD Report is the first of what will be a triennial publication. UCLG represents and defends the interests of local governments on the world stage, regardless of the size of the communities they serve. Headquartered in Barcelona, the organization's stated mission is: To be the united voice and world advocate of democratic local self-government, promoting its values, objectives and interests, through cooperation between local governments, and within the wider international community.

Description : A typical image of the making and administration of policy suggests that it takes place on an incremental basis, involving public servants, their ministers and, to a more limited extent, a variety of interest groups. Yet, much policy making is based on similar policy developed in other jurisdictions and in the major international organizations such as the WTO and the OECD. In other words, significant aspects of nationally developed policies are copied from elsewhere in what is described as a process of policy transfer and learning. Hence, studies of policy transfer have pointed to a distinct limitation in most existing theoretical and empirical explanations as to how policy is made and implemented through their neglect of the role of policy transfer and learning. Moreover, policy transfer is not only a concern of academics, but a growing concern for governments. The latter are concerned to improve the performance of their policy and several have placed a greater, more systematic focus on policy transfer as a means to increasing performance. This book presents a variety of cases from differing national and international contexts that enable a valuable, comparative analysis that is absent from most literature currently available and that suggest a number of exciting research directions with implications for policy making, transference and implementation in the future.

Description : Across the US, cities and metropolitan areas are facing huge economic and competitive challenges that Washington won't, or can't, solve. The good news is that networks of metropolitan leaders – mayors, business and labor leaders, educators, and philanthropists – are stepping up and powering the nation forward. These state and local leaders are doing the hard work to grow more jobs and make their communities more prosperous, and they're investing in infrastructure, making manufacturing a priority, and equipping workers with the skills they need. In The Metropolitan Revolution, Bruce Katz and Jennifer Bradley highlight success stories and the people behind them. · New York City: Efforts are under way to diversify the city's vast economy · Portland: Is selling the "sustainability" solutions it has perfected to other cities around the world · Northeast Ohio: Groups are using industrial-age skills to invent new twenty-first-century materials, tools, and processes · Houston: Modern settlement house helps immigrants climb the employment ladder · Miami: Innovators are forging strong ties with Brazil and other nations · Denver and Los Angeles: Leaders are breaking political barriers and building world-class metropolises · Boston and Detroit: Innovation districts are hatching ideas to power these economies for the next century The lessons in this book can help other cities meet their challenges. Change is happening, and every community in the country can benefit. Change happens where we live, and if leaders won't do it, citizens should demand it. The Metropolitan Revolution was the 2013 Foreword Reviews Bronze winner for Political Science.
