Description : Excerpt from Annual Report and Proceedings The Convention assembled in the Public Hall of the Education Department at eight o'clock, the President in the chair. Rev. Father Ryan, rector of St. Michael's Cathedral, opened the proceedings by reciting the Lord's Prayer. Moved by Mr. W. J. Hendry, seconded by Mr. W. Scott, that the minutes of the meeting for 1899, having been printed and circulated, be considered as read and approved. Carried. The Financial Statement and the Auditors' Report relating thereto were read, and on motion of Mr. W. J. Hendry, seconded by Mr. C. A. Barnes, they were received and adopted. President Farewell delivered his address. President Grant addressed the Association on "What We Lack." The election of officers resulted as follows: President - Mrs. Ada M. Hughes, Secretary - Mr. Robert W. Doan, Treasurer - Mr. W. J. Hendry. Rev. Father Ryan, rector of St. Michael's Cathedral, Toronto, addressed the Association. Chancellor Burwash presented the report of the committee appointed last year having reference to the examination of teachers, etc., and moved its reception and adoption. The motion was seconded by Principal Scott. Mr. W. J. Robertson, of St. Catharines, moved in amendment, seconded by Mr. J. H. Knight, of Lindsay, that the report be received, the committee thanked for its services, and the consideration of the report be deferred until the next annual meeting. The amendment was carried. Moved by Mr. J. Suddaby, of Berlin, seconded by Mr. J. J. Tilley of Toronto, that a committee composed of Messrs. A. Barber, of Brampton, and R. Alexander, of Galt, be appointed to prepare a suitable resolution of condolence on the death of Mr. Neil Campbell, of St. Thomas, who was for many years an active member of this Association. Carried. Moved by Mr. G. A. Aylesworth, of Newburgh, seconded by Mr. J. H. Knight, Lindsay, that the next meeting of this Association be held in Toronto during the Easter vacation of 1901. Carried. Description : Excerpt from Report and Proceedings of the Belfast: Natural History and Philosophical Society, for the Session 1885-86 The proprietor of 1 Share pays 10s. per annum; the proprietor of 2 Shares pays 5s. per annum; the proprietor of three or more Shares stands exempt from further payment. Members. There are two classes, Ordinary Members, who are expected to read Papers, and Visiting Members, who, by joining under the latter title, are understood to intimate that they do not wish to read Papers. The Session for Lectures extends from November in one year till May in the succeeding one. Members, Ordinary or Visiting, pay 1 1s. per annum, due 1st November in each year. Privileges. Each Shareholder and Member has the right of personal attendance at all meetings of the Society, and of admitting a friend thereto; also of access to the Museum for himself and family, with the privilege of granting admission orders for inspecting the collections to any friend not residing in Belfast. Any further information can be obtained by application to the Secretary. It is requested that all accounts due by the Society be sent to the Treasurer. The Museum, College Square North, is open daily from 12 till 4 o'clock. Admission for Strangers, 6d. each. The Curator is in constant attendance, and will take charge of any Donation kindly left for the Museum or Library. Description : The Committee has a continuing interest in the nature and extent of accountability and this report is about accountability to the public. In addition to oral evidence and written memoranda the Committee commissioned an online discussion on the participatory possibilities of the new media. They concluded that there had been an increase of interest in involving the public more frequently in the conduct of decision making within the public services, but there was a separation of responsibility for encouraging participation. They recommend that there should be a code of guidance and that the Cabinet Office should establish a Public Participation Unit to be the point of focus across government.
