Strategic Decisionmaking in Cabinet Government Book Excerpt:

"Collective cabinet decisionmaking provides the institutional mechanism by which many governments prioritize their policies and guard against unpredictable policy reversals." - Mansood Ahmed, Vice President, Poverty Reduction and Economic Management Network, The World Bank The style and membership of cabinets vary in every country. The heads of democratic governments form a cabinet for three principal reasons: 1. The threat that the legislature will significantly amend the government's program as expressed in the budget proposals made by the executive. 2. The threat of dismissal between elections. 3. The risk that the executive will be seen by the public as having departed from a previous tradition of cabinet government and judged poorly as a result. 'Strategic Decisionmaking in Cabinet Government' shows that cabinet government is a rational response to these risks and sets out the institutional arrangements that make the cabinet a binding device. This report recognizes the significance of the budget process for collective decisionmaking, but moves beyond the simplistic assumption that tradeoffs in cabinet government can only be made by reallocating the budget. It supports practical approaches for assessing the strength of cabinet decisionmaking arrangements and for identifying practical steps to improve the prospect that decisions will be collectively binding.

A Centripetal Theory of Democratic Governance Book Excerpt:

This book outlines the importance of political institutions in achieving good governance within a democratic polity and sets forth an argument to explore what sorts of institutions do the job best. By focusing on 'centripetal institutions', which maximize both representation and authority by bringing political energy and actors toward the centre of a polity, the authors set forth a relatively novel theory of democratic governance, applicable to all political settings in which multi-party competition obtains. Basing their theory on national-level political institutions, the authors argue that there are three types of political institutions that are fundamental in securing a centripetal style of democratic governance: unitary (rather than federal) sovereignty, a parliamentary (rather than presidential) executive, and a closed-list PR electoral system (rather than a single-member district or preferential-vote system).

Steering from the Centre Book Excerpt:

Governments face new challenges in an era marked by globalization, shifting economic and national security policies, pervasive electronic media, and policy reform. Steering from the Centre details how chief executives in ten Western democracies have responded to governance challenges in the wake of reform ideas such as the New Public Management which stress deregulation and decentralization. This volume analyzes the extent to which the centre of government can retain political and administrative control when delivery of public services is increasingly done through networks, contacts, partnerships, and a host of other devolved arrangements. International in scope, Steering from the Centre covers the experiences of diverse countries and examines how various centralization/decentralization strategies have played out in these differing national and institutional contexts.

The United Nations World Water Development Report 3 Book Excerpt:

The United Nations World Water Development Report, published every three years, is a comprehensive review providing an authoritative picture of the state of the world's freshwater resources. It offers best practices as well as in-depth theoretical analyses to help stimulate ideas and actions for better stewardship in the water sector. It is the only report of its kind, resulting from the collaboration and contributions of the 26 UN agencies, commissions, program, funds, secretariats and conventions that have a significant role in addressing global water concerns. The news media are full of talk of crises - in climate change, energy and food and troubled financial markets. These crises are linked to each other and to water resources management. Unresolved, they may lead to increasing political insecurity and conflict. Water is required to meet our fundamental needs and rising living standards and to sustain our planets fragile ecosystems. Pressures on the resource come from a growing and mobile population, social and cultural change, economic development and technological change. Adding complexity and risk is climate change, with impacts on the resource as well as on the sources of pressure on water. The challenges, though substantial, are not insurmountable. The Report shows how some countries have responded. Progress in providing drinking water is heartening, with the Millennium Development Goal target on track in most regions. But other areas remain unaddressed, and after decades of inaction, the problems in water systems are enormous and will worsen if left unattended. Leaders in the water sector can inform decisions outside their domain and manage water resources to achieve agreed socioeconomic objectives and environmental integrity. Leaders in government, the private sector and civil society determine these objectives and allocate human and financial resources to meet them. Recognizing this responsibility, they must act now! Two volume set: 336 + 96 pages (case studies). Includes CD-ROM. Published jointly with UNESCO Publishing.

Progress Toward the Unification of Europe Book Excerpt:

Ten countries of Central and Eastern Europe and the Baltic (CEECs) are candidates to join an enlarged European Union (EU) in the years to come. The ten are Bulgaria, the Czech Republic, Estonia, Hungary, Latvia, Lithuania, Poland, Romania, the Slovak Republic and Slovenia. This enlargement will bring many opportunities to the both the EU and the candidate countries. For the EU it will bring enhanced weight and influence. For the candidate countries it should mean an improvement of their long term growth prospects by providing access to an open single market. The accession process is providing the impetus for the acceleration of much needed economic, political, institutional and social reforms in some of the CEECs as they strive to meet EU membership requirements. The key for the CEECs is to achieve sustained, high long-term growth in order to meet their ultimate objective of accession. The EU has already concluded agreements with the CEECs which went beyond the narrowly conceived ideas of market access to include the alignment of the CEEC economic system with that of the EU's. This report sets out the future agenda for the successful integration of the CEECs into an enlarged EU. The first priority is for each country to complete its own process of transition to a free market democratic state. In short this will mean that many will have to address: their fiscal challenges, and ensure fiscal sustainability; the challenge of global financial integration, opening of their capital accounts; the strengthening of their administrative capacity; the reduction of unemployment; and the promotion of social inclusion.

First review of the National Security Strategy 2010 Book Excerpt:

In this report the Joint Committee on the National Security Strategy finds that the National Security Strategy should address more fundamental questions about the UK's role in the world and its relationship with the USA and other allies. The Strategy also needs to be subject to a much wider public debate. The Committee says that: there is no evidence that the NSS has influenced decisions made since the Strategic Defence and Security Review; there should be an "overarching strategy", a document designed to guide government decision-making and crisis management both at home and on the international stage; the Government's assertion that there will be no reduction in the UK's influence on the world stage is wholly unrealistic in the medium to long term and the UK needs to plan for a changing, and more partnership-dependent, role in the world. The Government's unwillingness to provide the Committee with all the information it has asked for about the National Security Risk Assessment means that it is unable to give Parliament any assurances about its adequacy. The report also notes concern that the National Security Council's oversight of security issues is not sufficiently broad and strategic, given that it was deeply involved in operations in Libya and failed to discuss the national security implications of the Eurozone crisis or the possibility of Scottish independence.

Strategic Management in the Public Sector Book Excerpt:

Strategic management is widely seen as essential to the public services, leading to better performance and better outcomes for the public. In fact, the private sector idea of strategic management has become so powerful in the public sector that politicians and policy makers have begun to talk about the importance of the modern state being strategic – and we may be witnessing the emergence of the Strategic State. Strategic Management for the Public Sector draws on experience and research from a range of countries and provides a theoretical understanding of strategic management that is grounded in the public sector. Drawing on the latest theory and research this text provides a fresh look at foresight, analysis, strategic choice, implementation and evaluation. This book also offers original and detailed case studies based on up to date evidence from different public sector settings, helping the reader to build on their understanding of theories and concepts presented earlier in the book. Strategic Management for the Public Sector has been written specially for managers and students taking postgraduate courses such as MBAs and MPAs. It will also appeal to individual managers and civil servants in the public sector looking for an accessible book to read as part of their own independent personal development.

Off and Running Book Excerpt:

One of the most pivotal events in the electoral cycle is the transition of a newly elected political party from opposition to government. The incoming prime minister or premier must assemble a team of ministers, advisors, and staff that is competent and ready to govern, without disrupting the day-to-day functioning of their country or province. Off and Running sets the stage for successful transitions by describing the best practices from Canadian federal government transitions from 1984 to the present day. It draws on a number of sources: the author's own career in public affairs, including his significant role in the transitions of both Chrtien governments in 1993 and 1997; extensive interviews with more than forty key individuals in the last eleven federal government transitions; and the international literature on government transitions, public administration, and management. Zussman goes step-by-step through the transition process from the pre-election stage to transition planning all the way to implementation and consolidation of the new government. This book is ideally suited to those seeking an understanding of how government works during one of the most crucial points in its life cycle.

British Prime Ministers From Balfour to Brown Book Excerpt:

The origins of the post of Prime Minister can be traced back to the eighteenth century when Sir Robert Walpole became the monarch’s principal minister. From the dawn of the twentieth century to the early years of the twenty-first, however, both the power and the significance of the role have been transformed. British Prime Ministers from Balfour to Brown explores the personalities and achievements of those twenty individuals who have held the highest political office between 1902 and 2010. It includes studies of the dominant premiers who helped shape Britain in peace and war – Lloyd George, Churchill, Thatcher and Blair – as well as portraits of the less familiar, from Asquith and Baldwin to Wilson and Heath. Each chapter gives a concise account of its subject’s rise to power, ideas and motivations, and governing style, as well as examining his or her contribution to policy-making and handling of the major issues of the time. Robert Pearce and Graham Goodlad explore each Prime Minister’s interaction with colleagues and political parties, as well as with Cabinet, Parliament and other key institutions of government. Furthermore they assess the significance, and current reputation, of each of the premiers. This book charts both the evolving importance of the office of Prime Minister and the continuing restraints on the exercise of power by Britain’s leaders. These concise, accessible and stimulating biographies provide an essential resource for students of political history and general readers alike.
