Description : Cameroon’s 2005 Article IV Consultation reports that tangible progress has been made in the health and education sectors, and a number of social indicators have improved significantly. The deterioration in fiscal performance and related weaknesses in fiscal management could, in the longer term, threaten macroeconomic stability and debt sustainability. Moreover, sustainable private sector growth requires the authorities to address inadequate infrastructure, poor service delivery from troubled state enterprises, an investment climate overshadowed by poor governance and low levels of financial intermediation.

Description : This comprehensive review of Cameroon's development policies since the 1970s-including public finance, privatization, trade, infrastructure, and governance-finds that Cameroon's malaise is due less to a lack of resources than to an inability to sustain reforms and to implement growth-enhancing policies. While the government's strategies have been sound, this volume argues that an 'administrative inertia' has set in. This study makes a number of key recommendations to overcome this inertia, enhance cohesion and consistency in government actions, strengthen capacity to effectively execute programs, and hence increase development outcomes for Cameroon. It is also necessary to accelerate resolution of distressed banks and enhance the regulatory framework to promote lending.

Description : Macroeconomic performance has been satisfactory, and program implementation under the Poverty Reduction and Growth Facility arrangement has also been good. The medium-term projections have been updated in anticipation of relief under the Multilateral Debt Relief Initiative (MDRI). Despite recent steps, governance remains weak. The slowdown in non-oil real growth is a cause for concern and calls for determined actions by the government. Relief under the enhanced Heavily Indebted Poor Countries Initiative and MDRI would reduce Cameroon's debt to sustainable levels.
