Description : This paper focuses on the observance of standards and codes on fiscal transparency for Switzerland. The assessment reveals that the fiscal role of the executive and legislative branches of government, and the legal framework for the management of federal public finances, are clearly defined. The federal budget process is governed by a precise legal framework. A coherent medium-term fiscal framework provides a clear context for budget decisions. The accuracy of macroeconomic forecasts compares favorably with private sector counterparts. There are some areas, however, where further measures could be considered.

Description : Fiscal Responsibility Laws (FRLs) appear to be more popular in middle-income countries than advanced countries, even though their success is limited. The reasons why few advanced countries have a FRL include: the existing legal framework for the budget system is adequate; supranational rules and political agreements in EU countries; failed attempts to include quantitative fiscal rules in laws; lack of consensus or interest in attaining the goals of FRL-type legislation; and lack of need for a law to regulate fiscal transparency, accountability and macro-fiscal stabilization. Without commitment to fiscal discipline, adoption of a FRL may not contribute to attaining fiscal consolidation goals.

Description : IMF Deputy Managing Director Eduardo Aninat leaves the IMF on July 1 to return to Chile, where he was Finance Minister from 1994–1999. Aninat joined the IMF’s four-member management team in December 1999, with broad responsibilities in running the IMF—including overseeing the launching of a major technical assistance initiative in Africa. He talks with Laura Wallace about the late May opening of the West Africa Regional Technical Assistance Center (West AFRITAC) in Mali (see article below), seven months after the opening of a similar center in East Africa.
