Description : Excerpt from The Civil Engineer and Architect's Journal, Vol. 2: Scientific and Railway Gazette, 1839 Another year has been added to our labours, and it is again a pleasant duty to lay before our readers a brief account of the progress of the two professions, to the service of which we are devoted. It will naturally be expected that in a year of severe financial embarrassment, succeeding also to one so fertile in important results as was the last, there must necessarily be a falling off in the amount of what would otherwise have been effected, and a delay in the execution of many works, the completion of which is thereby retarded. Our own exertions, however, we have not suffered to flag under circumstances so dispiriting, but trust that so far as has depended on us, the present volume is worthy of its predecessor, and of the patronage with which our endeavours have been crowned. In considering the general features of architecture, we find that the invasion of the Renaissance style, which we announced last year, has actually occurred, but has singularly been accompanied with, or rather smothered by, a resuscitated taste for Elizabethan external and internal decoration. Considerable attention has also been devoted to the early antiquities or Moresque architecture. Our own ecclesiastical antiquities, we are happy to mention with praise, have been chosen as the special object of enquiry by a Society of Clergymen at Oxford, and thus we are led to hope for an improvement in taste, in a quarter which hitherto has had but too great a part in producing the present degeneracy. A striking and interesting circumstance to every well wisher of the arts, is the great zeal with which both associated bodies and individual members of the profession have engaged in the struggle for maintaining the true principles of competition. Among these cases have been the Nelson Testimonial, St. George's Hall Liverpool, and the Royal Exchange, in the still pending contest respecting which latter, we believe we may say with truth, " Quorum pars maxuma fui." On learning the extraordinary attempt to impose a tax of a guinea on applicants, for copies of the Instructions of the Committee, we immediately obtained copies both of the instructions and the plans, and left them at our office for the free use of any applicant-u course of conduct for which we feel an abundant reward, in the vote of thanks unanimously bestowed on us by the Manchester Architectural Society. From these exertions hitherto, no immediate fruit has resulted, but much has been already attained from the influence which they have had in awakening the public mind from its lethargy, and calling its power to a subject so importantly affecting the national glory and the general taste. Great progress has been made this year in bringing the accessary science of geology to bear upon architectural pursuits, and with a success which must have an influence on the future progress of each respectively. Government issued a commission, composed of geologists and architects, to examine the quarries of England, for the purpose of ascertaining the slove best fitted for the construction of the new Houses of Parliament. This commission has produced a report which must long be a standard of information to the profession, and a valuable model in future enquiries. The Government has also formed a Museum of Economic Geology, attached to the department of Woods and Forests, in which the commissioners specimens are collected, and to which future accessions will ho made. Special courses of lectures on the connection of these two subjects have been delivered by eminent geologists: at the Royal Institute of British Architects by G. F. Richardson, (reported in our Journal), and at the Architectural Society, by E. W. Brayley, jun. Great attention is also paid to these subjects in the several faculties of civil engineering. As to tbe staircase of twenty-five or twenty-six steps in one flight, he could give instances of the same in some of the most celebrated palaces ana buildings on the continent. Mr. Barry here handed in the original instructions which he received with respect to the interior accommodation and proportions of all the various departments and subdivisions of the building, which he said were the only instructions generally that he had ever received. Then entered necessarily into many statistical details which would too much burden our columns and be tot-illy uninteresting. When tbe Committee next assembled, three days later, Mr. Barry said he wished to band in a certain document as evidence, which he had drawn up since the last day's meeting, as there appeared to be an impression on their Lordships' minds that he was open to censure for alterations made in the plan originally adopted by Parliament. He is then questioned as to the extent of ground gained from the time the original plan was selected, and having stated that it was from 56 to 74 acres (as we have already mentioned, ) he informed the Committee that any departures which had taken place from the original sealed instructions, were done upon the authority of Committees of both Houses of Parliament. The following was then read--Mr. Barry's Statement. "My Lords, --At my last interview with the committee, I admitted that alterations had been made without authority; but, I must beg of your lordships to bear in mind, that that admission extends merely to the mode in which they have been effected, as they have generally been the consequence of express orders received from government. It may be said, without any important exceptions, that neither for railways, canals or harbours has any act been passed, and mechanical engineering alone remains unscathed. The government instead of affording relief to engineering, brought forward measures which must still further have depressed it, had they not been defeated in the attempt. In the Colonies we have to notice the increased employment of engineers, particularly in New Zealand. The Bengal Government have at last published a report on the public works, executed by them, and it appears that the other Indian governments have of late been stimulated to carry on extensive improvements of the canals and roads of India. So far, this design seems to us to fulfil even better than No. 1270 dues the title given to the latter, viz., " A design to illustrate an architectural arrangement of draperies in a drawing-room," (J. Dwyer). Though drawings of the kind are so few that as much show as possible should be made with them, Mr Dwyer's is so placed as to frustrate examination, but were it not for the intimation in the catalogue we should never have suspected it to be intended as a study of " arrangement of draperies," there being nothing at all novel--as far as we can perceive--in that respect, except it be that what is cither un open doorway or mirror at the end of the room, has a drapery corresponding with those of the windows.--Nos. 1270 and 1355 show us the " Staircase and Music Hall of Mr. Hullah's Singing School." (W. Westmacott); but where the building is, or is to be, is not said. The style partakes of Tudor, modernized and enfeebled in character; however, we have not a right to expect much in what we suppose is only the speculation of a private individual. Less indulgently are we disposed towards the very next No., viz. 1356,"The hall and staircase of a gentleman's residence executing from the designs and under the superintendence of G. Mair." In its general idea it is rather the reverse of what would be thought of as suitable in a residence at the present day, it being upon the old system of hall and staircase thrown together, so as to form a lofty space that seems to occupy too much of the house, unless it be a very large one. Where, however, the roof was at, or surmounted by a horizontal entablature, as in Roman, and subsequently in Lombardic, architecture, or where the structure was crowned by a ponderous attic, as in the case of St. Peter's, and numerous modern English buildings to which it is unnecessary to specify, it is clear that the pediment could have no real constructive use. To the general reader we may appear unnecessarily minute in in sisting upon these points, because he is not aware how much prejudice has to be surmounted in establishing them. A great change of opinion on architectural subjects is, however, happily taking place, and we trust that the day is not far distant when these observations will appear super uous arguments in favour of self-evident propositions. Excerpt: ... inherent property of the balance-spring, depending entirely upon the ratio of the spring's tenMini following the proportion of the arcs of inflection: a balance-spring, therefore, having the progression required by the law of isochronism will preserve that property, whether it be applied to a balance making quick or slow vibrations. The elastic force of balance-springs was considered as a constant, because the action is by a number of consecutive impulses following each other in such rapid succession as to constitute an uninterrupted and continuous force. This is shown in considering the accelerated and retarded motion uf the baUuce, when by following it through ao entire arc of vibration, it will be seen that if the balance be moved over a given number of degrees, the spring will be wouud into a certain tension, and his acquired a certain elastic force due to the angle over which it is inflected. This elastic force being then transferred to the balance, it will be exerted in overcoming its inertia; and at the expiration of the first period will hats communicated a slight motion to it. During the next period, its slate will be that of comparative and not absolute inertia (for it decreases as the motion increases), whence it follows that as the spring's force is exerted agaiost a body in motion instead of at rest, it will necessarily accelerate progressively the motion the balance had previously acquired, until the spring arrives at the puint of quiescence, where, having lost all its elasticity, it ceases further to urge the balance, and a new relation of power and resistance takes place.
