ABSTRACT : The main aim of this thesis is to survey Iran's tourism industry with a focus on domestic tourism. Iran, as a destination, has great potential to become a dynamic member of the world tourism business. Its territorial vastness, historical resources, climatic variations and numerous natural and cultural attractions can benefit the country economically as well as socially. Although the tourism sector is minimal, due to revolution in 1979 and the subsequent war with Iraq, policy makers are thinking of ways to put the country back on the map of the world tourism market. Domestic tourism has been stressed due to its prioritization within the tourism sector and overall dynamism of domestic tourism in Iran. It can be argued that the deliberate policy to promote domestic tourism will be an influencing factor in restructuring international tourism in Iran. Nevertheless, the study evaluates Iran's tourism sector by means of interviews with officials within the Iran's Touring and Travel Organization (ITTO) (i.e., Iran's national tourism organization), and a survey questionnaire was administered non-randomly (i.e. convenience sampling) to selected members of the population who either were travelling or had travelled in Iran. This is also a multiphase study as it applied two methods of investigation to the topic (Nepal, 2008). The study has revealed that despite the enthusiasm among policy makers, a coherent tourism policy has not been agreed upon yet. Furthermore, a long term vision for the sector is not in place. It is likely that a unified policy has not emerged due to the makeup of the political structure, which contains various factions with different perspectives regarding the tourism sector. The survey questionnaire tried to gauge travelers' attitudes in relation to the functioning tourism system and with regard to the facilities, infrastructure, accessibility, promotion, information, accommodation, attractions and services (Gunn and Var, 2002), as well as, the overall deficiencies of the tourism system in Iran. The research has explored that the respondents were highly positive of tourism as a significant means to achieve various economic and social objectives in the country, and they welcomed tourism as an important industry. However, they were highly critical of the way government is managing the sector. Their overall views are an indication of lack of a proactive tourism development policy as manifested in overall weakness in terms of infrastructure and information as well as inadequate accommodation sector. This research has revealed that the main urban areas of Tehran (the capital city), Isfahan, Shiraz, Tabriz, Abadan, and Ahvaz are dominant destinations with rural tourism playing a minor role. A pattern of rural to urban tourism (Burton, 1995) is also evident within the system. Investigation has also revealed that there are numerous natural sites, which are scattered throughout the country and have great potential for the growth of domestic tourism, but have been neglected and ignored. This is also due to lack of dynamic involvement of private sector in leisure and recreation industry. Consequently, this will influence the development of the international tourism market in the future. This study is also a first attempt of its kind and hopefully will stimulate further research in the tourism sector which will foster awareness of the pitfalls within the tourism system and solicit a commitment by the officials both organizationally and logistically.
